City councilors approve renewed updates for greater inclusion.
As the city of Reinheim announced, the city council adopted the second update of the action plan for implementing the UN Convention on the Rights of Persons with Disabilities on October 28, 2025. With this, Reinheim is consistently continuing its path, pursued for years, towards greater accessibility and equal participation.
Continuous development since 2009
Since the UN Convention on the Rights of Persons with Disabilities came into force in Germany, Reinheim has been working to systematically strengthen the participation of people with disabilities. A dedicated action plan was developed as early as 2016, created through a broad participatory process. A first update followed in 2020, and now the second update is available.
The current update process was preceded by several public participation meetings to which interested citizens were invited. The feedback received formed an essential basis for the further development of the content.
Inclusion as a guiding principle of urban development
"With this second update, Reinheim is taking the next step towards becoming an inclusive city," emphasizes Mayor Manuel Feick. Inclusion means the equal participation of people with disabilities in all social and political processes – from the very beginning and without barriers.
In Reinheim, 3,433 people currently live with a degree of disability. 1,385 people are considered mildly disabled (degree of disability 20–40), and 2,048 are considered severely disabled (degree of disability 50–100). These figures illustrate the importance of sustainable and systematic inclusive urban development.
A broad package of measures for greater participation
The new action plan comprises a total of nine pages of measures from various thematic areas, including:
- Mobility and accessibility
- Reside
- Education
- Work and employment
- Social and political participation
- Leisure, sports and culture
- Raising awareness
- Communication and access to media
All measures aim to remove barriers and enable people with disabilities to lead self-determined lives.
Reinheim and its numerous dedicated citizens have been working for years to continuously improve living conditions for people with disabilities. This latest update makes it clear: inclusion is an ongoing process – and one that is shaped collaboratively in Reinheim.
