Ten-point plan combines help for addicts and protection for residents
The CDU Darmstadt is responding to the growing crack cocaine scene in the Herrngarten park with a comprehensive package of measures. The aim is to make the public space usable again for citizens, while simultaneously ensuring access to support services for those suffering from addiction. "Safety for residents, help for those affected – for us, these two things are inextricably linked," the CDU states in its position paper.
The party refers to the existing "Darmstadt way" of prevention and repression, which has proven successful in the past. However, given the new challenges posed by crack cocaine, a decisive expansion is necessary.
Analysis of the situation
The CDU describes crack as a drug with destructive consequences: short and intense periods of intoxication, high cravings, aggressive behavior, and serious health problems. This leads to a noticeable burden for residents around the Herrngarten park due to noise, littering, and insecurity.
Ten-point plan of the CDU Darmstadt
The concept includes, among other things:
- Concentrating the scene in a central, suitable location for childcare, in order to relieve pressure on public spaces such as the Herrngarten.
- Testing of sleeping quarters for addicts to reduce nighttime noise pollution.
- Increased police presence and controls , combined with consistent prosecution of administrative offenses.
- Protection of sensitive places such as playgrounds, school routes and residential areas through structural measures and monitoring.
- Expansion of controls in adjacent streets to prevent displacement effects.
- Combating drug trafficking in combination with increased prevention work for young people .
- Examination of an alternative location for care and support services.
- Establishment of a project advisory board consisting of police, administration, residents' representatives and social work.
- Scientific support for the evaluation of consumption and crime data.
- Exchange within the German Association of Cities to benefit from the experiences of other cities and to demand legal frameworks from the federal government.
Political claim
The CDU reaffirms its support for Paul Georg Wandrey, the head of the mobility and public order department, who is taking on responsibility in a difficult situation. The goal is "to provide help where it is needed and to show toughness where it is necessary.".
