Mayor Akdeniz: "New services respond to more complex life situations"
Darmstadt. This winter, as in previous years, the city of Darmstadt ensuring that all homeless people have access to a place to sleep in a municipal facility. Currently, 1,096 people to prevent homelessness (as of October 13, 2025), including 162 people in seven homeless shelters, 205 recognized asylum seekers in initial accommodation facilities, and 729 people , many of them from Ukraine , in six residential homes and one emergency shelter.
Thanks to the needs-based expansion of accommodation capacities, the rental of hotel rooms could be ended this year.
“This winter, too, it is my wish that no one is left on the street. Providing accommodation for homeless people is a major challenge – but together with the network of homeless assistance, we are mastering it with heart, commitment and professionalism,” explains Mayor and Head of Social Services Barbara Akdeniz .
Cooperation within the homeless support network
The close cooperation between the municipal homelessness authority within the Office for Social Affairs and Prevention , the providers of homelessness services , and other partners has proven successful for years. This network ensures sufficient accommodation places and simultaneously supports people in their search for permanent housing .
Akdeniz also highlights the voluntary commitment :

New pilot project “FlexHi” will start in 2026
The city will place particular emphasis on people with mental health issues and addiction problems , who often lack access to regular support services. To address this, the "FlexHi" project – a flexible support concept – will be introduced in 2026. It will be implemented in cooperation with the Regional Diakonie Darmstadt-Dieburg and the Hessian State Welfare Association .
The aim of the project is to specifically combat homelessness, psychological stress and social isolation
“With this model project, we are responding to the changing requirements in public spaces and want to promote participation instead of allowing exclusion,” Akdeniz emphasizes.
