The joint plan aims to strengthen public transport and deepen inter-municipal cooperation
The Darmstadt City Council, in its meeting on September 3, 2025, approved Stage 1 of the "Joint Public Transport Plan for the City of Darmstadt and the Darmstadt-Dieburg District." The decision is contingent upon funding. Specific costs will only be determined with subsequent implementation proposals.
Local public transport plans (NVP) are legally required and serve as the basis for the planning, organization, and design of public transport. They define the transport-related, social, environmental, and economic goals for the coming years.
Contents of the plan
The development of the joint NVP takes place in two stages:
- Stage 1 includes fundamentals, objectives, inventory, deficiency analysis, test orders for the offer concept and an award strategy.
- Stage 2 will include proposed measures, assessments and costs, and is scheduled to be decided in 2026.
A steering committee, which included the transport officials from the city and county, oversaw the work. In addition, citizens were able to submit comments via an online platform in the first quarter of 2025.
Voices from the city council
Mayor Hanno Benz emphasized: “The joint local transport plan aligns with my goal of strengthening inter-municipal cooperation in the region. This will allow us to shape the growth of Darmstadt and the surrounding municipalities together.”
Head of Transport Paul Georg Wandrey added: “The plan lays the foundation for a high-performance public transport system and contributes to greater peace and harmony in transportation. The city and the district have worked together very well and in a spirit of consensus.”
Stage 2 of the plan will be developed in the second half of 2025 and submitted for a decision at the beginning of 2026.
