The city intends to apply Hessian regulations uniformly
Darmstadt will implement the introduction of payment cards for refugees based on the decisions of the state of Hesse. A corresponding proposal to the city council is expected.
Mayor Hanno Benz, City Treasurer André Schellenberg and Head of Public Order Paul Georg Wandrey emphasize that the introduction will take place in Darmstadt as planned by the Hessian state government and should apply equally to all refugees.
Administrative instrument with nationwide standards
According to the city, the payment card is part of a statewide strategy to reduce the organizational burden on municipalities, standardize procedures, and create greater transparency. Its introduction stems from a decision by the state government under the leadership of Minister-President Boris Rhein.
According to this, the payment card is intended to simplify the provision of benefits under the Asylum Seekers' Benefits Act and establish uniform standards nationwide.
According to the state government, establishing a technical interface between municipal systems and the state's central payment card system is not a mandatory prerequisite for implementation, but rather an organizational simplification. The Hessian Ministry of Social Affairs reports that the corresponding software interface has already been programmed.
Integration remains a key task
The city leadership clarifies that the payment card is an administrative tool and does not change the human right to services. Integration, counselling, and social support remain central responsibilities of the city.
According to the department heads, the implementation should be carried out objectively, in accordance with the rule of law, and responsibly. This will be based on cooperation within the city government and with the state of Hesse.
