Property tax reform fundamentally changes the calculation system – city emphasizes fairer assessment

The City of Griesheim points out that the property tax rate (Grundsteuer B) set for 2025 not the sole determining factor adopted the highest rate in the Darmstadt-Dieburg district at 1,290 percent property tax reform has fundamentally changed the calculation system.
Griesheim was one of the few municipalities to which the Hessian Ministry of Finance recommended a significant increase in property tax revenue in order to the same level of tax revenue after the reform as before . "The figure sounds high, but it simply reflects the new system," the city administration emphasizes. Not every property owner will automatically pay more property tax.
A fairer system through the area-factor method
Previously, property valuation depended heavily on a building's age – new buildings were often overvalued, while older properties were undervalued. The new area-factor method aims to make the calculation fairer and more transparent . It is based on plot size, living space, and standard land value.
An example:
- A smaller plot of land in the new development area previously cost around 824 euros , in the future it will cost around 826 euros .
- A larger property in the old town center previously paid 480 euros , in the future around 550 euros .
Tax rate increase and budget situation
In order to balance the 2025 budget, the city of Griesheim had to adjust the tax rates recommended by the tax authorities once again:
- Property tax A: from 913 to 1,260 percent
- Property tax B: from 949 to 1,290 percent
Despite the increase, the actual revenue of approximately €10.5 million below the projected €10.9 million. According to the tax and fees office, the ministry's recommended tax rate was calculated too low .
Comparison in the district
Looking at the percentage increase , it becomes clear that Griesheim, at 35.9 percent, moderately compared to other municipalities. For example, the following figures rose:
- Weiterstadt: from 450 to 835 percent (+42,1 %)
- Roßdorf: from 500 to 913 percent (+47,8 %)
Griesheim also ranks in the middle in terms of per capita revenue
- Griesheim: approximately 350 euros per inhabitant
- Weiterstadt: approximately 356 euros per inhabitant
